Old Town Hall Facility Condition Assessment (FCA)

 

AMA Architects PC was engaged by the Town of Greenwich to conduct a Facility Condition Assessment (FCA) of Old Town Hall, a historically significant municipal building. The project's objective is to provide a detailed evaluation of the building’s condition to support maintenance strategies, capital improvement planning, and preservation efforts. This project emphasizes maintaining the building’s historical and functional integrity while ensuring compliance with modern safety, accessibility, and energy standards.

 

Scope of Work

  • Building Envelope: Assessment of the façade for wear, water infiltration, and deterioration, with recommendations for preservation techniques. Inspection of roof systems for leaks and drainage issues, and evaluation of windows and doors for energy efficiency and historical alignment.
  • Structural Elements: Inspection of the foundation for signs of settlement or cracking and evaluation of load-bearing walls, columns, and beams for structural stress or deformation. Review of the building's resilience to seismic and wind loads.
  • Mechanical, Electrical, and Plumbing (MEP) Systems: Evaluation of HVAC, plumbing, and electrical systems, including fire suppression and alarm systems. This includes analyzing energy efficiency, remaining service life, and compliance with safety codes.
  • Interior Finishes: Inspection of interior elements such as walls, ceilings, and floors for damage, wear, and historical preservation needs.
  • Code Compliance and Accessibility: Assessment of the building's adherence to state and local codes, including ADA compliance for entrances, pathways, and facilities.
  • Energy Efficiency (ASHRAE Level 2 Energy Audit): Analysis of the building's current energy usage, with recommendations for conservation measures such as upgraded insulation, lighting systems, and HVAC optimization.
  • Risk and Maintenance Planning: Identification and categorization of repairs based on urgency and safety risks, with a focus on developing preventative maintenance strategies to extend the life of building systems.
